Taylor promotes 4 from within

Four Taylor municipal employees received promotions this past week, according to City Hall officials.

They include Tyler Bybee, Daniel Seguin, Betsy Schultz and Jerrod Kingery.

• Bybee has been promoted to interim assistant city manager after serving as managing director of community services as well as the parks and recreation director.

• Seguin is the interim executive director of community services, moving from director of communications.

• Schultz is now interim parks and recreation director. She previously was the assistant director for that department.

• Kingery has been promoted to communications manager after serving as a communications specialist. “These promotions reflect the strength, talent and leadership we have within our organization,” said City Manager Brian LaBorde. “Each of these individuals has demonstrated a strong commitment to public service and to the Taylor community.”

According to a prepared release detailing the promotions: Bybee joined the city as parks and recreation director in April 2021, focusing on building park programs and expanding capital-improvement projects including revitalizing the Doris Roznovak Aquatic Center and resurfacing the track at Memorial Field.

He holds a Master of Science in sports management from Texas Tech University and a Bachelor of Science in agricultural business from Angelo State University. Prior to joining Taylor, Bybee was the assistant parks and recreation director for Leander and previously worked with Brushy Creek Municipal Utility District, Texas Tech, the city of Lubbock and the Boys and Girls Club of San Angelo.

Seguin came to the city as director of communications in 2024. He began his career with TBG Solutions Inc. in 2014 and in local government in 2019. He holds a Bachelor of Science in business administration and political science from East Texas Baptist University, a graduate certificate in public management from Texas A&M University, and is pursuing a Master of Public Administration at A&M.

Schultz joined the city’s Parks and Recreation Department as superintendent in fall 2022. She brings nearly 30 years of experience in the parks and recreation profession.

Schultz previously served more than 15 years as parks and recreation manager for the Brushy Creek MUD. Her career also includes roles with Gary Job Corps, Camp Fire Boys & Girls, and South Bend parks and recreation.

Kingery joined the city as a communications specialist in 2025, bringing more than 25 years of experience in broadcasting, production and mass communication. He began his media career at KABB/WOAI-TV in San Antonio, where he started in production before moving into digital news and marketing.

Kingery spent six years as part of the newsroom management team at CBS Austin/Telemundo Austin, serving as digital executive producer and earning two Emmy nominations.

His additional experience includes serving as marketing manager for The Home Loan Expert, where he won multiple Telly Awards, and as managing editor/news content manager for Government Market News, a publication of Strategic Partnerships Inc.
