Taylor hires downtown director

Taylor has hired a new downtown director to replace a predecessor who left after being on the job for only a month.

A release from the city this week announced Niecy Baum filled that slot effective Thursday.

The city is in the planning stages to celebrate its 150th birthday

next year. Baum has more than 15 years of experience in project management, operations and community development, and previously served as the community development director for Pittsburg in northeast Texas, city officials said.

“We’re thrilled to have Niecy on board to lead our downtown initiatives,” said City Manager Brian LaBorde. “Her collaborative leadership style and results-driven approach are ideal for celebrating Taylor’s heritage, supporting local businesses and strengthening the city’s vibrant downtown and community spirit.” During her time in Pittsburg, Baum led Main Street revitalization, economic development, and planning and preservation efforts.

Baum also has ties to Taylor. Her stepfather was born in Taylor and her oldest son is named Jordan Taylor after the town, officials said.

Baum is a lifelong member of SPJST, a fraternal organization that keeps pace with the insurance industry, performs civic good works and promotes Czech history in Texas.

She and her husband have six children and 12 grandchildren.
