In other City Council business Thursday:
• The council approved a staff increase for the Taylor Fire Department and two neighborhood plans introduced at a previous meeting.
• Approved a procedure limiting proclamations to those supporting city initiatives, grants, staff and city events.
• Appointed 40 volunteers to boards and commissions.
