• The council considered the proposed tax rate and budget for the coming fiscal year. A city spokesman said it includes keeping the tax flat and reducing the average homeowner’s bill by $88. Public hearings are scheduled for Sept. 10.
• A budget amendment was approved for the Taylor Economic Development Corp. that includes new incentives for an expansion at Durcon and a new company, E3 Agriculture.
• City leaders approved a construction contract for two HOME program houses, an initiative to help build new residences for those facing financial hardship whose homes are in disrepair.
